Cannabis in Wyoming
Wyoming does not have a legal medical or adult-use cannabis program. The state has brought forth several legalization initiatives since 2015, but all have failed. In the 2022 legislative session, there were two cannabis bills introduced: one would decriminalize possession of up to three ounces of cannabis and the other would create a medical cannabis program, however, these are not expected to see movement until 2023 at the earliest.
Though the laws in Wyoming are slow to change, state residents are not immune from the wave of legalization sweeping the country. A 2020 poll found that 54% of Wyoming residents support a legal adult-use program, up nearly 20% from a similar 2014 poll. Most of the neighboring states of Wyoming, including Colorado, Utah, South Dakota, and Montana, have legalized cannabis in some form. Wyoming also has a severe racial disparity in enforcing cannabis laws: Black residents of Wyoming are 5.2 times more likely to be arrested for possession than white residents.
Possible penalties
Wyoming has some of the strictest cannabis penalties in the US: simply being found “under the influence” of cannabis is a misdemeanor with up to six months in jail and a $750 fine. Possession of fewer than three ounces or 0.3 grams of concentrate is a similar misdemeanor charge but with up to 12 months in jail and a $1,000 fine.
Carrying more than three ounces of flower or 0.3 grams of concentrate is a felony charge that carries five years in jail and a $10,000 fine. Cultivation of any amount is a misdemeanor but selling any amount of weed is a felony charge.
Wyoming Medical Marijuana Program
Despite 81% of adults favoring legal cannabis with a prescription, there is no existing medical marijuana program in Wyoming. There was a bill in the 2022 legislative session that would legalize a full medical program.
A 2015 bill allows qualified patients to possess and consume high CBD oil with less than 0.3% THC, but the bill has a small list of qualifying conditions: only epilepsy and other seizure disorders are recognized. The bill also failed to create a supply chain system to legally purchase this oil in-state.

CBD is legal in Wyoming thanks to the 2018 Farm Bill, which federally legalized all hemp-derived CBD. You can purchase CBD products at hemp stores throughout the state.

No, you cannot legally grow cannabis plants in Wyoming. Approved farmers with a license from the state can grow hemp plants.

No, you cannot legally buy marijuana products in Wyoming. Since the state still has full prohibition laws, the only way to get weed flower or products is through the black market, also called the legacy or illegal market. Though cannabis consumers in the US have been buying off the black market for decades, these products are untested and unregulated; consume at your own risk.
