Cannabis laws in Belarus

Cannabis is not legal in Belarus. The country has some of the harshest drug laws on the European continent and makes no distinction whatsoever between cannabis and hemp, nor is any medical usage allowed.

Cannabis in Belarus 

Cannabis is not legal in any form in Belarus. The government makes no distinction between any categories of drugs, so cannabis and hemp are considered the same as heroin and opium. President Alexander Lukashenko is openly combating drug trafficking in his country, going so far as to say he would like to create jail conditions that would make traffickers beg for death.  

This is not to say that people in Belarus do not support cannabis use. In 2018 there was at least one rally in support of cannabis legalization. The organization Legalize Belarus continues to champion cannabis education and legalization. 

Possible penalties 

The penalty for drug trafficking (which is broadly defined and can include simple possession) can range from a minimum of five years to a maximum of 25 years. In an effort to dissuade children or teens from trying cannabis, the Belarus government will occasionally hold trials of accused cannabis users in schools. 

CBD in Belarus 

Even industrial hemp is illegal in Belarus, though this was a recent development in 2017. 

As Belarus is not a member of the EU, it does not have to comply with a 2020 EU Court Ruling that determined CBD was not a narcotic and could be sold and shipped between member nations. 

Medical marijuana in Belarus

There is no medical marijuana program in Belarus as of 2022. Under the current government, there is not one likely to be developed anytime soon. 

Can you grow your own weed?

No, growing your own cannabis plants is not legal in Belarus. The country has even gone so far as to outlaw industrial hemp containing less than 0.2% THC. 

Visiting Belarus – can you buy or bring marijuana products?

Do not attempt to bring or buy cannabis products in Belarus. The country has draconian drug laws, which provide no difference between trafficking and possession, or heroin and marijuana. Even a lenient sentence for getting caught with cannabis is several years. Law enforcement will not go easy on you, whether you are a resident or a tourist.
